The proposed South East Blackburn Growth Corridor scheme is one of three separate infrastructure packages (the other two being Furthergate and North Blackburn), which together compise the Growth Deal 3 "Pennine Gateways" project.

The A6077 Haslingden Road forms an important part of the highway network within Blackburn with Darwen Borough Council, providing an arterial route linking Blackburn Town Centre with the M65 motorway at Junction 5.

The scheme will widen Haslingden Road, facilitating future housing and employment growth in the South East of Blackburn. The improved highway network will be able to cipe with the expected increase in traffic and trip generation following the development of all Local Plan housing and employment site allocations across Blackburn.
